Energiaárak és energiaszegénység Kelet-Európában

Tanulmányút és szakértői konferencia – Budapest, 2022. július 6-7.

Budapesten szervez konferenciát a kelet-európai energiaárakról, illetve a térséget érintő energiaszegénységről a FEANTSA, a Habitat for Humanity Magyarország, a Városkutatás Kft., valamint a Habitat for Humanity Európai- és Közel-Keleti (EME) Régiójáért felelős irodája.

2019 decemberében az Európai Bizottság bemutatta a “Zöld Megállapodás” (Green Deal) európai tervét, az Európai Unió új átfogó irányadó stratégiáját, amelynek célja, hogy az EU 2050-re klímasemlegessé váljon. A stratégia részeként a “Felújítási hullám” célja, hogy tömeges felújításokat indítson el Európában az épületek energiateljesítményének javítása, valamint az éghajlat-semlegesség elérése érdekében. 2022 februárjában Ukrajna orosz inváziója tovább erősítette az EU energiafüggetlenség iránti igényét, illetve az európai energiaellátás és -kereslet alapvető megváltoztatására vonatkozó politikai felhatalmazást.

Az energiafüggetlenségnek és a fokozott energiahatékonyságnak azonban társadalmi ára is lehet: a sérülékeny társadalmi csoportokat hátrányosan érinthetik ezek az intézkedések, hacsak nem kapnak megfelelő kompenzációt. Különösen a közép- és kelet-európai tagállamok helyzetét kell még jobban felmérni, amelyek az energiaszegénység szempontjából is a legsebezhetőbb régiók.

Mindezek kapcsán a , FEANTSA, a Habitat for Humanity Magyarország, a Városkutatás Kft., valamint a Habitat for Humanity Európai-, Közel-Keleti és Afrikai (EMEA) Régióért felelős irodája 2022. július 6-7-én tanulmányutat és illetve konferenciát szervez. A szakmai egyeztetések célja, hogy jobban megértsük az energiahatékonysági intézkedések lehetséges káros hatásait és az energiaszegénységgel kapcsolatos problémákat Kelet-Európában, valamint azt, hogyan hatnak az energiaszegénységre a jelenlegi európai jogalkotási tervek, illetve az energiaárak emelkedése.

Energy prices & energy poverty in Eastern Europe: realities & perspectives 6-7th July, Budapest

In December 2019, the European Commission unveiled its “Green deal” plan for Europe, a new overarching guiding strategy for the European Union, aiming to make the EU climate neutral by 2050. As part of the strategy, the “Renovation Wave” aims to trigger massive renovation in Europe to improve energy performance of buildings and contribute toward achieving climate neutrality. In February 2022, the Ukrainian invasion boosted further the EU’s need for energy independence and the political mandate for a fundamental change of Europe’s energy supply and demand.

Nevertheless, energy independence and increased energy efficiency might come at a social price: vulnerable groups could be adversely affected by these measures unless properly compensated. In particular, the situation is yet to be better assessed for Central and Eastern European member states, which are also most vulnerable regions in terms of energy poverty.

In this context, the Metropolitan Research Institute, Habitat for Humanity International – Europe and the Middle East (HFHI EME), Habitat for Humanity Hungary and FEANTSA, organize a study visit and an expert exchange on 6th and 7th July 2022 to better understand the state of play of the possible adverse effects of energy efficiency measures and the energy poverty problems in Eastern Europe in 2022, and how likely it is to be impacted by current European legislation plans and energy prices increase.
